The PNVâs position is more radical, since the mainstream Basque nationalists consider the concepts of nationhood and the indivisibility of the Basque people to be fundamental and non-negotiable, together with their demands for sovereignty, self-determination and, finally, independence. Early Basque nationalism was rooted in local particularism with a remarkable racist element rejecting outsiders of all sorts and especially Spaniards (Keating 2000, 35). A pro-European discourse has had less resonance in the Basque Country than in Catalonia, since there is a weaker historic basis here for it. However, the Basque Nationalist Party (PNV) was converted to the cause of European integration thanks to its contacts with Christian Democratic International and since 1949 has modified its independence policy to call for national autonomy within a federal Europe.
We are Basque people, millenary people who want to be developed in a changing world, but keeping our basic roots. We conceive ourselves as a historical realty in evolution, able to adapt itself to different political contexts, but integrated in a common and specific culture. Euskadi is, therefore, our nation and our culture, and the full sovereignty is the main and the last aim.
